•  It is a program of Union Ministry of Panchayati Raj.
  • Strengthen Gram Sabhas to function as effective institutions with social inclusion of citizens particularly the vulnerable groups
  • Aim: RGSA will help more than 2.55 lakh Panchayati Raj Institutions (PRIs) to develop governance capabilities to deliver on SDGs through inclusive local governance with focus on optimum utilisation of available resources.

 Key points - 

  • It is a Centrally Sponsored Scheme that will be implemented during the period from 2018 to 2022.
  • Funding pattern:
  • Funding pattern will be 60:40 (Centre:State) for all States except North East and Hill States where funding pattern will be 90:10.
  • For all Union Territories (UTs), the Central share will be 100%.
  • Making rural local bodies self-sustainable, financially strong and efficient
  • Training and capacity building of elected representatives of Panchayati Raj Institutions (PRIs): To enhance capacity and effectiveness of the Panchayats and Gram Sabhas.
  • Progressive strengthening of Panchayats through incentivisation on the basis of nationally important criteria which will encourage competitive spirit among them.
  • Focus on training, infrastructure, initiatives for e-governance under e-Panchayat Mission Mode Project (MMP) to deliver Sustainable Development Goals (SDGs).
