Article 112 mentions Annual Financial statement. As for interim budget it is the last budget of the government preceding elections. As such no major schemes are introduced which could affect the voting behaviour. The government in this year’s interim budget did introduce certain schemes but they were not in the nature of doles. VoA is expenditure or blank cheque given by the parliament to the executive to fulfil its obligations till the passing of the Appropriation bill & Finance bill. But with amendments to the presentation of budget being shifted to starting of February in a fiscal year, this provision is no longer required.
